Automated message stated they've been trying to reach me at this number for 6 months with no response (first time I've received such a message). Said I am now being charged with intentional fraud with the US Government and to call the number back before the case is downloaded.

This is the new way to try an get around the FTC rules. They call and hang up. You call back and now they can show you called them so they are allowed to contact you. Also, they now sell your phone number as a "good" number.
