This is not a telemarketer, this type of message sounds like the ones the interpreter services leave when costumers (depending on the costumer) ask them to dial out to one of their clients. I've tried to look into it and it seems that it might be someone is using the interpreter line to make either prank or fraudulent calls.

They left a voice mail, but it was in Spanish. My iPhone automatically translated it, but the message is gibberish. Something about my children have been placed in protective custody by child protective services. I’m looking right at them, so I don’t know what they’re talking about.
