This call is from the Florida State Troopers asking for a donation. They only call people on their list who have donated in the past or who have signed up for information about donating. If you are receiving calls from this number and have not given them your information then they have had your phone number for a long time and the person who used to own your phone number originally gave them the phone number. This is a legitimate charity supporting police and troopers in the state of Florida. If you receive a call from them it is a solicited call because it was asked by the owner of the phone number at one point in time to receive these types of calls. They do not make blind calls and only call people on their list who have given their information freely in the past. It's unfortunate all of these people are leaving negative reviews because they asked for the call or the owner of the phone number asked for the call at some point. Some people just don't understand how the world works. Also it's definitely not a scam because they never ask for any personal information. All they ask for is that you promise to make a donation before they mail out their donation packet. They make these calls to save on unnecessary mailers that waste paper and money on postage.
