Keep calling and will not talk!

calls all day, uses same numbers except when I block the call and they change the last 2 numbers. Usually silent, but sometimes a robocall. This has to stop. This is not the only number I have blocked. Today alone I blocked 7 calls, all from different numbers and some threaten to get a warrant for my arrest, those are from the IRS. I am averaging 10 to 12 calls a day. Most I just decline the call.
