LA County, Department of Public Social Services (DPSS). My phone did not ring when they called me. They did not leave me a Voice Mail message. I called them back, got a recorded outgoing message that said "LA County, Department of Social Services", then they hung up. I had no opportunity to leave a message for them.

It's not a scam. DPSS uses robocalls to update you on things. Like telling you paperwork is due or they're working on something you sent in. There's a pause after you pick up before the call starts.
