Spanish call (Unsolicited call) reported by

I answered and someone started speaking in Spanish. I do not speak Spanish, and told the caller so. He continued to speak Spanish, and ask for a Spanish origin name. I told them the number I have is new to me and they must be looking for the person with this phone number before me. We are not related and to take my number off of their list. He hung up. Since then I have received at least one call per day, and they leave a message but no talking. Just office chatter in the background. Could this be considered harassment ? I am thinking about consulting with a lawyer as I already told them I am not the person they are looking for.
