The gif, plus a lack of an actual app title, then a weird non descriptive link makes it sketchy for me. If a regular "safe" app did this, they would include their app name because that's the whole point, the advertisement. It's supposed to be a marketing ploy but this doesn't even do that. It's a no from me dawg

I got a text message similar to the one this number has sent to people, however, my message came from a different number than this one, Otherwise it was the exact same link and message.

The same message was sent to me by +1 864-438-3559. It's definitely a scam. Mine had a gif with Bill Murray on it, which first made me thing it was a friend before I quickly noticed it was an unknown number.
