I spoke with someone here who actively asked me to provide and/or verify personal information. I asked that they identify the matter at hand and they refused. I then asked that they mail me the information, they refused, saying they absolutely had to verify some personal information. When I asked them to identify their tax ID number, they hung up on me.

So I have dealt with NCC before. They are a real company that collects debt for the Fairfax County department of taxation. Any debts from other services from the county may be transferred to the department of taxation and then transferred to NCC after nonpayment in 90 days. When I picked up the call this afternoon there was no response on the other end. NCC can put Leinster on your personal property and can impound your car for nonpayment. I thought they were a scam and they had not contacted me by other means and then one day out of the blue a sheriff from the county was knocking on my door saying NCC had asked him to boot and tow my car. The people that work at NCC are often poorly trained and misinformed and may not follow legal practices. It is a real company acting on behalf of Fairfax County.

Check the dates and laws regarding debt collections. These people called for a debt that legally they could not collect on since a period of 8 years had passed since the original debt began. Don't help someone break the law. In many cases just calling their company to inquire about a debt can legally "re-open" the date that debt began and you'll have to wait a few more years before they legally cannnot contact you or worse, take you to court for an old debt. The best choice is to do your research on debt collections in your state and be familiar with what debts you actually owe.

They called using my name and said they wanted the last four of my social security number to straighten a collection account with a local utility company. I did not give them any info, called the utility company to double check and there were no issues with my account.
