I got a call identifying the caller as "California Renewable Energy Program," offering to give me a free energy assessment. I specifically asked the caller if this was a non-profit and not a private company, and he answered "yes." He referred me to their website: RenewableEnergyProgram.org. Since it seemed legit, I scheduled the assessment. The consultant recommended very expensive repairs, including a water heater replacement, that should only be done through them. I asked him who paid his salary -- was it the State? -- and he answered "yes." I later found, after some research, that it was a private company, Syntrol, and they were quoting me a price about a thousand dollars higher than the same repair through a major hardware store. This has nothing to do with any California agency. It is a fraud. And I too am on the "do not call" list.

Here is some more of what I was trying to say: purchase agreement and realized how little information was actually on it. They were going to give me a 92% Rheem 3 ton furnace, but they didn't say the model number, so I couldn't look it up (and estimate what would be reasonable to charge). They would install an "Easyread" thermostat, but this is all the information I had about that, and I hadn't even been given a choice of thermostats (though I didn't think to ask). I was also left wondering who would apply for and receive the California rebates. It said on the purchase agreement "Total Rebates/Discounts $0." Yet the salesman had implied they would submit the rebate forms for me. I decided that question really did not matter, since I was not going to have them do the job anyway. When I Googled what furnaces of this size and efficiency are likely to cost, including installation, I concluded I had no reason to believe the salesman when he claimed I would be saving lots of money. To be fair, I probably would save money on heating costs in the future, even if I had gone with Syntrol. My issue was that I can probably get all this done for around $800-$1,000 less. (It would have cost about $5,600 to go with Syntrol.) And in any case, I always shop around. Impulse buying is simply not my style. A good night's sleep clarified my thinking, and I cancelled in less than 24 hours. In case any of you don't already know: By California law, you have 72 hours to cancel this sort of contract. And there's no reason to feel guilty about it, given the company's obvious intent to deceive. By the way, I'm on the "Do not call" list, so they never should have called in the first place.

Caller said she was with the "California Renewable Energy Program." This is the second time I actually answered one of their calls. I asked her why she doesn't say she is with Syntrol. She said that she was instructed to say "California Renewable Energy Program." I asked if it was the same company as Syntrol. She admitted it was. The previous time I answered, I allowed a representative to give me a "free energy assessment." For quite a while I was unsure about what this organization was. Their emphasis is on the California energy rebates you can get, and they imply that they are somehow affiliated with California government, and because they are with this program, you will save a lot of money. The man was very nice and seemed knowledgeable. He actually talked me into signing a contract for a new furnace, but I cancelled it the next day. (I had to contact them to ask for their fax number, which they gave me, and then I faxed my cancellation and also mailed it to both the company, which is in Roseville, and the salesperson, who is listed at the California CSLB, and so I was able to find his address too.) Look up both Syntrol and California Renewable Energy Program (renewableenergyprogram.org) on Google and the BBB and you can figure out that the two are the same company. Syntrol is based in Roseville. I had never heard of either, since I am in Sonoma County, but apparently they have recently been trying to expand. Look up Syntrol at the Contractors State License Board and you will find that in the past they have been cited for some shady business practices, including having SOME salespeople who were not licensed for this sort of selling (but mine was) and SOME installations that they didn't bother getting a permit for. Perhaps they have fired or re-trained the employees responsible for the citations, but then why the misleading website?? Besides finding renewableenergyprogram.org, confirming to me their absolute intention to deceive, I looked carefully at the

A man asked "is this...." and did get my name correct. It was a local call so I said yes then he hung up. Tried to call back but got a recorder that wanted me to leave personal info. Are these people just data collecting?
