Starts out as a woman, high pitch nasally sounding voice, who starts speaking a little late about some contest you won, blah blah blah. It's because the people calling are using a system that identifies if you are a voicemail, or an actual person. If it's not tuned correctly, or a cheap version of the systems that do this, or their system is overloaded, it has a delay on answering. I'm sure everyone has experienced this delay before, you get a call, say hello, and there's a few seconds before someone answers. Bill collectors love it because all they have to do is drop a list of phone numbers into the system, and it just chugs away calling all of them, and when you answer, the system tries to connect you to a real person. The systems can even be tuned to call you from a phone number that has the same area code and prefix as your phone number does, their thinking is that you're more likely to answer. Sophisticated ones will remember what numbers they call you from, and try others numbers to call you at, and at different times. Bill collectors are sharing this information among themselves, because they are joining services that do this, and offer that pool of phone numbers as a service. They are using statistics to figure out when you might answer. Three things you should know: Most of these types of robocalls are illegal, you should read more about that and what you can do to stop them. Even if you pursue everything to stop a robocaller, or all of them, they aren't going to stop Thats because the entire industry that deals in airwaves, and telephone numbers, and web addresses and all that other ****. those industry's that you think are regulate. well you're right, they are regulated, but the vast majority of them are required to regulate themselves. the governments version of the honor system. no one is reporting this stuff, and these companies have made it impossible to sue them. the people that do report it and try the legal process fail.
