After receiving a call from this number, I called the authentic phone number on the back of my Discover card to ask if this number was one of their extensioin numbers. I was told that it is not.

This is a call from Discover Card Services. It is a legitimate number (too bad it didn't have caller ID). I needed to electronically sign some papers (I already had) before they would issue me a new card. I called back a different number—which they left me on a voicemail—and they confirmed it was only a courtesy call to remind me to sign the papers. Their Card Fraud number is the one they left for me to call back— 800-203-4969. I've added that one to my contacts, should they call me again.
