I got a voicemail from this number with a message from my trash service, reminding me that my pickup day is changing. Based on the varied legitimate call reasons people have mentioned, it seems likely they don't own the number themselves, but paid a third party (the owner of the number) to send out these calls on their behalf.

This was a call from University of Kentucky (where I am a current student) reminding me about summer classes (sign-up deadline, benefits of taking summer classes). Apparently, the number is one from a company called Call-Em-All, a service for organizations to use to be able to send out mass calls/texts. NOT spam.
