unsolicited, caller left no message, when I tried to return the call directly afterwards it rang once, there was a long silence then a busy signal. I repeated calling back 3 times, each time the same thing happened

For days now I call back and get 1 ring then a busy signal every time. Today I picked up and no one at other end. This number has been calling my cell phone for the last 4-5 months at least 2-3 times a day. Something has to be done about this.
