This Oklahoma number must be part of the range of numbers dedicated to the same call center - I can see more similar numbers of the same range 91886323xx reported already, mostly with nuisance telemarketing calls. In the case of this number they left no message, no idea who is behind it? People please did someone answer it? I really don't answer unknown numbers and don't want to call them back, trying to dig some info about this number on internet first...

A trolling call. 918-863-2330 or any number that is displayed on your phone from a spammer is typically a FAKE number. And there are services that provide non-working numbers (aka call it back and all you get is a never-ending busy signal) that are FAKE. This number does not go anywhere because the call center or autodialer is calling from another number. This way these spammers can avoid any retribution from the DONOTCALL List. Once the spammer calls out using a FAKE number like 918-863-2330 over a period of time/calls they will change the number the call out from and also change the FAKE number that is displayed on your phone. They never get caught and you have wasted your time reporting. This is why the telemarketing feeding frenzy has become 10 times worse than before the DNC List. It is impossible for a small government organization to track down criminals.
And yes it they are calling you from a number that is disguised leaving a FAKE number on your caller ID because they KNOW majority of people will not pick up an unknown number than they are simply criminals working around the DNC List and breaking the law.
Nothing you can do. Report the number here and educate people. NEVER pick up a phone from a number you do not recognize. If it was LEGIT they would leave a message. If you pick up the number you generally do not have anyone on the line all these numbers do is report a working number (aka a LIVE person picked up) and then SELL your number.
Just block and forget about it.
