This is a human voice, but I think it is recorded with longer then necessary pauses to allow you to speak your recorded answer. They are notifying you that they are sending donation envelopes to addresses and are asking if you would be able to donate an amount to help fund the hardship that families of fallen police officers may be experiencing.

Received scam call from (928)-212-766 VoIP in Page, AZ on Tues. 8/1/17 3:31pm that didn't leave a message (dead air voicemail) on my unlisted phone - Do not answer unwanted annoying scam/harassing calls. Reported to DONOTCALL.GOV & FCC.GOV.

Calls from charitable organizations do not fall under the restrictions of the Do Not Call telemarketers law, because they are not telemarketers. This is the FOP-Faternal Order of Police organization that helps families of fallen officers.
