I am in MD. Had a call today 2-18-16 to our business from this number. 949-203-3106 is a scammer who says they are calling from Windows Technical Support as you have problems with your Windows 10. DO NOT give them access to your computer. They call repeatedly and are very persistent.

If you answer the phone, they hang up. I called them back. Call them back and you get the option to be put on their do not call list. They give no information as to who they are. Scam or telemarketer, they are one and the same to me. I blocked them and recorded them as a spammer on Trucaller
