Pretty Much its a harrassment call, to get you to say yes. A scam to hack in to things as you. Because you said the word "yes." With that they can do a lot of harm. Do not answer and report the number, to the police!

Answered one call after several calls to my phone in a 2 week period. Lots of noise and obvious call center. I said hello twice and no one spoke. I hung up.
